Outline of International Activities

Customs Training Institute (CTI) conducts a variety of technical cooperation training courses (international training courses for the Customs officials of developing countries/areas in collaboration with the Customs and Tariff Bureau (CTB), Ministry of Finance, the regional Customs, etc.

1.History of international training courses

The training courses conducted by Japan Customs has been changed as follows

History
1970JICA programs started (JICA Seminar on Customs Administration)
1989CCF/JAPAN program started (enforcement, classification, chemical analysis and course)
1996Bilateral assistance program started (enforcement, clearance, classification,
IPR, advanced management, training of narcotics detector dogs, and chemical analysis course)
2004Designated as a WCO Asia Pacific Regional Training Centre (RTC)

2.Type of Training Course for Foreign Customs Officials

Training courses are financed by the following implementing bodies :

3.Outline of International Training Courses

CTI set up the Office of the International Customs Cooperation Center (ICCC) which was in charge of international training course in 1997. Since then it has been played the pivotal role to conduct the international training courses in Japan Customs administration. The ICCC was restructured as the International Training Division in 2006.

In resent years, the following courses have been conducted at CTI.

  • Rules of Origin
  • Intellectual Property Right (IPR)
  • JICA Seminar on Customs Administration

4.Activities of WCO Asia Pacific Regional Training Centre (RTC)

CTI was designated as a WCO Regional Training Centre (RTC) of WCO Asia Pacific Region in June, 2004. Since then, it has hosted WCO Regional Seminars and workshops in cooperation with WCO.
