Direct Consignment

One of the following requirements must be met for a good to retain its status as an originating good upon export from a Party.

(a) The good is transported directly from the exporting Party to Japan
(b) The good is transported through a third country (a non-Party or an intermediate Party), provided that both of the following conditions are satisfied:

        i. The good has not undergone any further processing in the third country*
    ii. The good remains under control of the customs authority in the third country.

*Except for logistics activities (such as unloading, reloading, storing, or any other operations necessary to preserve it in good condition or to transport it).

When importing goods to Japan after transit through a third country, compliance with (b) shall be evidenced upon import declaration through the submission of the transport documents described below.

Submission of transport documents

Upon import declaration, the submission of transport documents will be required in concern to any goods that were not directly shipped (except for goods whose taxable value amounts to JPY200,000 or less).

Directly shipped goods
The term directly shipped goods refers to goods shipped directly to Japan without transit through a third country. Directly shipped goods includes goods which were not subjected to transshipment or temporary storage in any third country through which they were transited.

Transport documents
The term transport documents refers to documents evidencing the lack of any activities other than transshipment or temporary storage in the third countries through which transit occurred (limited to transshipment or temporary storage conducted under the control of the customs authorities of said country in a bonded area or equivalent location of said country), and refers specifically to a through bill of lading or a certification of non-manipulation issued by the customs authorities or other government authorities of the transit countries in which the transshipment or temporary storage occurred provided in relation to transit prior to arrival at the port of discharge in Japan, and to other substantiating documents deemed sufficient by a Director - General of Customs.

Examples of other substantiating documents
■ Documents concerning transport between the exporting Party and a third country and the third country and Japan (e.g., bills of lading)
■ Non-manipulation certificates provided by the manager of a warehouse
■ Copies of records detailing transport to and from a warehouse conducted under the control of the customs authorities
