Activities in Central Custom Laboratory regarding to International Cooperation(2023)

    Completion of the attachment training in Japan under the WCO Regional Customs Laboratory Professionals Programme 2023/2024

The Central Customs Laboratory (CCL) accepted four Customs chemists from Malaysia, Nigeria, Peru and Vanuatu from October 23 to November 30, 2023. Based on the requests from each chemist, the CCL conducted the tailor-made training which aimed at improving specific Customs chemical analyses by utilizing instruments in the CCL as well as learning laboratory management skills.

WCO Regional Customs Laboratory Professionals Programme
Since its launch in October 2013, the WCO, in cooperation with Japan Customs, has been providing the training programs intended to improve knowledge and skills in Customs chemical analysis in developing countries.

    Visit of Cambodian Customs in the Workshop on Training Management to the CCL

The Central Customs Laboratory (CCL) received 7 participants in the Workshop on Training Management for Cambodia Customs as an international activity under customs technical cooperation. The CCL presented CCL’s overview and explained the importance of Customs analysis in order to achieve the missions of Japan Customs. In addition, The CCL provided demonstrations of analytical instruments and inspection equipment in the experiment building. The CCL received many questions during their visit.

      Visit of participants in the GRIPS WCO Scholarship Programme 2023 and International Training Programme for public officer to the CCL

The Central Customs Laboratory (CCL) received 11 participants (note) in the GRIPS WCO Scholarship Programme and International Training Programme for public officer as an international activity under customs technical cooperation. The CCL presented CCL’s overview and explained the importance of Customs analysis in order to achieve the missions of Japan Customs. In addition, The CCL provided demonstrations of analytical instruments and inspection equipment in the experiment building. The CCL received many questions during their visit.

      Visit of participants in the JICA Customs Administration Course

The Central Customs Laboratory (CCL) received a visit of 18 participants (note) in JICA Customs Administration Course, as an international activity under the customs technical cooperation. The CCL explained about its overview and the importance of Customs analysis, followed by demonstrations of analytical equipment and inspection equipment in the CCL laboratory building. The CCL received many questions during their visit.

The CCL explained infrastructure of Customs analysis such as Legal framework, Organizational structure, Safety management, and Human resource management of Japan Customs Analysis toward the establishment of Malaysian Customs Laboratory.

The Central Customs Laboratory (CCL) received 17 participants in the WCO (World Customs Organization) Career Development Programme (note), under customs technical cooperation. The CCL presented the overview and activities as the WCO Regional Customs Laboratory (RCL) to support the WCO members in the region. In addition, the CCL provided demonstrations of analytical instruments and inspection equipment in the laboratory building.

      2nd Meeting of Heads of the WCO Regional Customs Laboratory in Asia Pacific region held at the CCL

The Central Customs Laboratory (CCL) hosted the 2nd Meeting of Heads of the WCO Regional Customs Laboratory in Asia Pacific region. WCO ROCB A/P attended as facilitator. 30 participants (note) including WCO Regional Customs Laboratory (RCL) of China, India, Indonesia, and South Korea attended the meeting shared their challenges, information, and activities in the field of customs analysis, and exchanged their opinions. The program also included a tour of the facilities in the CCL and Tokyo Customs.

      Visit of scholarship students in the WCO Strategic Management and Intellectual Property Rights Program (SMIPRP) to the CCL

The Central Customs Laboratory (CCL) received 9 scholarship students in the WCO (World Customs Organization) SMIPRP (note) under customs technical cooperation. The CCL welcomed them and presented CCL’s overview and activities as the Regional Customs Laboratory (RCL) to support the WCO members in the region to improve the accuracy and effectiveness of Customs Laboratory analysis work. In addition, the CCL provided demonstrations of analytical instruments and inspection equipment in the laboratory building.
(note) This one-year program is offered by the Graduate School of Business at Aoyama Gakuin University. The countries of nine students are as follows: Botswana, Brazil, Ethiopia, India, Indonesia, Jamaica, Malyasia, Sudan, Zambia
