Activities in Central Custom Laboratory regarding to International Cooperation(2016)

  • 2016 Oct. 17 - Dec .1 Completion of attachment training for the first group of the WCO/Japan Regional Customs Laboratories Programme 2016/2017

The Central Customs Laboratory (CCL), under the WCO / Japan Regional Customs Laboratories Programme 2016/2017, accepted three Customs chemists from Afghanistan, Nicaragua and Nepal from October 17 to December 1, 2016. During the period, CCL conducted highly concentrated training, aimed at improving specific Customs chemical analyses and learning laboratory management, based on a training plan considering requests from these chemists.

The training programme intended to improve knowledge and skills in Customs chemical analysis in developing contries by the WCO in cooperation with Japan Customs, having been launched in October 2013.   • 2016 Nov. 29 Visit of six officers from the Vietnam Customs to the CCL

The Central Customs Laboratory (CCL) received six participants of Study visit to Customs Training Institute in Japan from Vietnam Customs, as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview, the importance of Customs analysis to support further facilitating trade procedures and the national/international attachment training programme, followed by demonstrations of an analytical instrument and inspection equipment in the experiment building.

  • 2016 Nov. 18 Visit of twelve officers from the Thai Customs to the CCL

The Central Customs Laboratory (CCL) received twelve participants in the Training Course on Training Management for Thai Customs, as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview, the importance of Customs analysis to support further facilitating trade procedures and the national/international attachment training programme, followed by demonstrations of an analytical instrument and inspection equipment in the experiment building.

  • 2016. Nov. 9-11 WCO Regional Workshop

The WCO Asia/Pacific Regional Workshop on Capacity Building of Customs Laboratories for the Revenue Package Programme and TradeFacilitation was held in Kashiwa (Central Customs Laboratory), Japan. The 29 senior and mid-level Customs laboratory-related officers from 23countries, 4 representatives from the Russian Federation and a representative from the European Commission together with 2 WCO-relatedofficials participated in the workshop. They shared good practices or current situation on Customs chemical analysis and discussed the regionaland inter-regional cooperation on Customs laboratory work.   • 2016 Oct. 18 Visit of participants in the WCO 70th Fellowship Programme to the CCL

The Central Customs Laboratory (CCL) received four participants (note) in the WCO (World Customs Organization) 70th Fellowship Programme, as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by demonstrations of analytical instruments and inspection equipment in the experiment building.

  • 2016 Sep. 26 Visit of participants in the GRIPS WCO Scholarship Program 2016 to the CCL

The Central Customs Laboratory (CCL) received 11 participants in the GRIPS WCO Scholarship Programme (http://www.wcoomd.org/en/topics/capacity-building/activities-%20and-programmes/scholarship-programme.aspx), as an international activity under customs technical cooperation. The CCL presented its summary and explained the importance of Customs analysis to support further facilitating trade procedures, through a guided tour of its laboratory area including some demonstrations of analytical instruments and inspection equipment.

  • 2016 Sep. 2 Visit of participants in the JICA Customs Administration Seminar

The Central Customs Laboratory (CCL) received a visit of fourteen participants (note) in JICA Customs Administration Seminar, as an international activity under customs technical cooperation. The CCL welcomed them, and explained to them about its overview and the importance of Customs analysis, followed by demonstrations of analytical equipment and inspection equipment in the CCL laboratory building.

  • 2016 Jun.22 Visit of the members of Tripartite (Japan-China-Korea) Customs Procedures Working Group to the CCL

The ten members (each five from China and Korea) of tripartite (Japan-China-Korea) Customs Procedures Working Group visited the Central Customs Laboratory (CCL). The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by showing them important analytical demonstrations to decide tariff classification in the experiment building. All of the members listened attentively to the explanation and asked questions. This showed that they had high interests in the activities of the CCL. Three customs laboratories are intended to further cooperate on customs analysis.

  • 2016 Jun.16 Visit of participants in the WCO 69th Fellowship Programme to the CCL

The Central Customs Laboratory (CCL) received four participants (note) in the WCO (World Customs Organization) 69th Fellowship Programme, as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by demonstrations of analytical instruments in the experiment building.

  • 2016 May.31 Visit of Customs officers from Malaysia to the CCL

The Central Customs Laboratory (CCL) received two Customs officers from Royal Malaysian Customs Department in JICA Training Course for Malaysia on Rules of Origin, as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by showing them demonstrations of analytical instruments in the experiment building. Both of them listened attentively to the explanation and asked questions. This showed they had high interests in the activities of the CCL.

  • 2016 Mar. 07-Apr.20  Completion of attachment training for the second group of the WCO/Japan Regional Customs Laboratories Programme 2015/2016

The Central Customs Laboratory (CCL), under the WCO / Japan Regional Customs Laboratories Programme 2015/2016, accepted three Customs chemists from Cambodia, Fiji and Ghana from March 07 to April 20, 2016. During the period, CCL conducted highly concentrated training, aimed at learning the management necessary for the establishment of Customs laboratory and improving specific Customs chemical analyses, based on a training plan considering requests from these chemists. Especially, the chemist from Fiji expressed his thanks as it was very useful to learn how to analyze illicit drug from the perspective of enhancing the enforcement of illicit drug in Fiji.

  • 2016 Apr.1 Visit of participants in the WCO Career Development Programme to the CCL

The Central Customs Laboratory (CCL) received 9 participants in the WCO Career Development Programme (note), as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by showing them demonstrations of analytical instruments in the experiment building.

(note) This is the one of the human resource development programmes implemented by WCO in cooperation with Japan. The countries of nine participants are as follows:
Albania, Angola, Gabon, Jordan, Kenya, Liberia, Moldova, Pakistan and Viet Nam

  • 2016 Mar.22 Visit of scholarship students in the WCO Strategic Management and Intellectual Property Rights Program (SMIPRP) to the CCL

The Central Customs Laboratory (CCL) received 10 scholarship students in the WCO SMIPRP (note), as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by showing them demonstrations of analytical instruments in the experiment building.

(note) This program is held in Aoyama Gakuin University for one year. The countries of ten students are as follows:

The Central Customs Laboratory (CCL) received 11 participants (note) in the Seminar on Customs modernization for GRIPS graduates, as an international activity under customs technical cooperation. The CCL welcomed them, and explained CCL’s overview and the importance of Customs analysis to support further facilitating trade procedures, followed by demonstrations of analytical instruments in the experiment building.
