Activities in Central Custom Laboratory regarding to International Cooperation(2014)
- 2014.Nov.28 Completion of attachment training for the first group of the WCO/Japan Regional Customs Laboratories Programme 2014/2015
The Central Customs Laboratory (CCL), under the WCO / Japan Regional Customs Laboratories Programme 2014/2015, accepted three Customs chemists from Sri Lanka, Mexico and Kenya from October 14 to November 28, 2014 and conducted training on Customs chemical analysis, laboratory management, etc. (As for the WCO/Japan Regional Customs Laboratories Programme, please refer to the topic of 16 Apr. 2014.)
The WCO Asia/Pacific Regional Seminar on Customs Laboratory and Chemical Analysis was held in Kashiwa (Central Customs Laboratory)/Tokyo (Tokyo Customs), Japan, with the participation of 26 high-level Customs laboratory-related officers from 23 countries together with 3 WCO-related officials, for discussion on the enhancement of Customs laboratory’s capacity at the regional level and the strengthening of regional cooperation in the laboratory area. The Central Customs laboratory held the opening ceremony of the WCO Asia/Pacific Regional Customs Laboratory (RCL), in conjunction with the WCO Asia/Pacific Regional Seminar on Customs Laboratory and Chemical Analysis, with the attendance of Dr. Kunio Mikuriya, Secretary General of the WCO, Mr. Yutaka Miyauchi, the Director General of Japan’s Customs and Tariff Bureau, and Dato’ Sri Khazali Ahmad, the Director General of the Royal Malaysian Customs Department and WCO Vice-Chair for the Asia/Pacific region, and other persons involved. The Central Customs Laboratory (CCL) received five participants in the WCO 64th Fellowship Programme, as an international activity under customs technical cooperation. The CCL explained its overview and the importance of Customs analysis, followed by a guided tour of its laboratory building.
The Central Customs Laboratory (CCL) received 10 participants in the GRIPS WCO Scholarship Programme(http://www.wcoomd.org/en/topics/capacity-building/activities-and-programmes/scholarship-programme.aspx), as an international activity under customs technical cooperation. The CCL presented its summary and explained the importance of Customs analysis through a guided tour of its laboratory area, including some demonstrations of analytical instruments.
“The WCO and Japan Customs signed the MOC (Memorandum of Cooperation) for the Establishment of WCO Regional Customs Laboratory (RCL) at the WCO Council sessions in June 2014. By virtue of this signed MOC, the Central Customs Laboratory is to start its activities as RCL for WCO Asia/Pacific member administrations, through providing of technical cooperation and dissemination of information in Customs laboratory’s matters.

- 2014.Apr.16 Completion of attachment training under the WCO/Japan Regional Customs Laboratories Programme
“WCO/Japan Regional Customs Laboratories Programme” is a new initiative, having been launched in 2013 by the WCO in cooperation with Japan Customs, for developing countries to enhance the capacities of their Customs laboratories.
The Central Customs Laboratory (CCL), under the program, accepted three Customs chemists from Turkey, Indonesia and Thailand from March 3 to April 16, 2014 and conducted training on Customs chemical analysis, laboratory management, etc.
The Central Customs Laboratory (CCL) received 7 participants in the WCO/Japan Career Development Programme and gave them its summary together with a guided tour through its laboratory building.
