Development of Training Courses

From October to November every year, the Customs Training Institute conducts a survey on training needs. In December, the CTI analyzes the training needs collected. In January, the CTI drafts, as annual training policy, three documents on an Annual Training Plan of the Central Officer, on Fundamental Principles of the Annual Training Plan and on a Basic Standard for Making an Annual Training Plan of the Regional Offices of the CTI, three drafts will be adopted at the Training Directors Meeting in February or March. After the consensus made on the three documents among the Training Directors, the document will be authorized with approval by the Director General of the Customs and Tariff Bureau(co-posted as President of the CTI)

1.Management

The CTI provides several training courses on management for senior customs officials conducted based on “Coaching Theory”, which is necessary and required respectively for the effective communication with their officials.

2.Customs Administration

Aiming at our own organizational improvement, we provide general knowledge and skills regarding the Customs Law and other relevant laws with our officials in following training courses;

I. Training courses for new-recruited officials

The following courses are provided for newly-recruited officials. During the courses, they should be aware of their duties and responsibilities as public officials and acquire the fundamental knowledge and skills required for efficient customs work. Training terms differ based on their levels: 3 weeks for Level I, 2 and a half months for Level II and 6months for Level III.

II.Training courses for backbone officials

We provide Intermediate course for Level II backbone officials with several-year-experiences in the business field for the purpose of enabling them to acquire overall knowledge and skills on the Customs Law and other relevant laws. For more experienced level II and III officials, we provide Advanced course for the purpose of enabling them to acquire full range of knowledge and skills on the Customs Law and other relevant laws. Practical capability is also trained during training course.

3.Core Experts

The following courses are prepared for the officials who are involved in the specific field to enable them to acquire the field-focused advanced knowledge and skills. Technical assistance courses are also applicable to the experts who are expected to be engaged in the technical assistance activities. Each training course is based on the program to make its efficiency maximum.

(1)   Professional courses: For those experts who are engaged in each field, we provide several courses which are focused on Law Enforcement, Customs Clearance and Post Clearance Audit, Investigation and Intelligence.

(2)   Specialized technical courses (practical and theoretical) : Several specialized courses are provided to the experts in the following fields: Intellectual Property Rights (IPR), Intelligence Analysis, Rules of Origin, Customs Valuation and HS Classification.  This specialized technical course also covers the courses which are prepared for the officials who are in need of acquiring special knowledge on Explosives, Investigation and Compliance. 

(3) Technical Assistance Course: Technical Assistance Courses are prepared for those experts in each field.

Technical assistance course Central Office Officials engaged in Customs Technical Cooperation activities acquire advanced skills and practical knowledge.
Follow-up course for technical assistance experts Central Office Officials engaged in Customs Technical Cooperation activities acquire updated knowledge on legislation amendments concerning their respective fields as needed.
Customs technical cooperation course for assistant staffs Regional Offices Officials acquire knowledge and deepen their understanding of Customs Technical Cooperation activities through attending training courses on Japan Customs Technical Cooperation Programme.
Mentors course Central Office Officials appointed mentors for new recruits of introductory training courses acquire necessary knowledge and skills.
