9205 Outline and Benefit of Authorized Warehouse Operator's Program (FAQ)


 

  1. Outline of the Program

     The Authorized Warehouse Operator's Program is a program for licensed operators of bonded storage locations and bonded factories (warehouse operator, etc.) possessing optimally developed cargo security control and compliance systems. The program enables application of exemption measures in customs procedures, possibly reducing the lead time in export/import cargo clearance. Report of cargo handling under the Program to the head of the customs office allows application of exemption measures, such as installation of a bonded storage location, thus improving speed and convenience in customs procedures.

  2. Benefit of the Program

     Approval as an authorized warehouse operator allows application of the following exemption measures.

    (1)  Venues that satisfy specified requirements may be used as bonded storage location, etc. and report to the customs office. Also, locations that are already authorized as bonded storage locations may also be reported.
    (2)Locations reported in (1)
     a.may undergo customs inspection in accordance with the compliance system.
     b.No handling charges for permits.
     c.Period of authorization is longer than for ordinary bonded storage locations (from six to eight years)
