As a general rule, import procedures may not be performed by anyone other than the addressee of the mail.


Under Customs Law, “the person who intends to import goods shall perform the import procedures”. In the case of postal items, the addressee is defined as the importer of the mail, so the addressee themselves should perform the procedures.
If for some reason the addressee is unable to perform the procedure and delegates it to another person, a power of attorney or similar document is required.

In addition, since “a person who wishes to receive taxable mail must pay duties and taxes” and the addressee is the taxpayer, duties and taxes must be paid before the mail can be received.
