Who takes procedures for laws and regulations regarding pharmaceuticals, food sanitation, etc?

Who is responsible for procedures such as those under the “Law on Securing Quality, Efficacy and Safety of Products including Pharmaceuticals and Medical Devices” and the “Food Sanitation Act”?

The recipient of the parcel themselves is responsible for the procedures.

For items that require permits, approvals, or notifications for importation under the Law on Securing Quality, Efficacy and Safety of Products including Pharmaceuticals and Medical Devices, the Food Sanitation Act or other relevant laws and regulations other than those related to Customs, the person who intends to import (or the recipient in the case of postal items) must certify to Customs that they have obtained permits, approvals or notifications, etc.

For clearance of general cargo (including international courier services), customs brokers can perform the procedures required by the relevant laws and regulations on behalf of the importer, but for postal items, the addressee must perform the procedures themselves.
(You can ask a customs broker to complete the procedures for you, but you will need to find the customs broker on your own.)
