My postal items were delivered without taking necessary procedures that should be taken at import

My postal items were delivered without completing the necessary procedures* that should be taken before import. What should I do?
(* The reduction/exemption from duty and tax procedure, the Law on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices procedure, the Food Sanitation Act procedure, and others)

In such cases, please inform the mail carrier that you need to return the mail to the International Post Office for customs re-inspection because it needs to be processed for _ _, and hold the receipt of the mail.
Also, please contact Tokyo Overseas Mail Sub-branch Customs.

Please note that if you receive(import) parcels that are subject to procedures for reduction or exemption from duties and taxes or other laws and regulations without completing the procedures, you may not be able to reduce/exempt the mail from duty and taxes, or use/sell the items in accordance with the law.

In order to secure appropriate and smooth customs clearance, please request the sender to clearly indicate on the Customs Declaration Form or on the exterior of the package if any procedures are required for customs duty reduction or exemption or other laws and regulations. This will make it easier for Customs to send a “Notice of Customs Clearance Procedure for Postal Matters from Abroad” (simplified registered mail) to the addressee of the mail to inform them of the procedure.
