I have difficulties taking the procedures other relevant laws and regulations, can I return items?

I am having difficulties completing the procedures under the Law on Securing Quality, Efficacy and Safety of Products including Pharmaceuticals and Medical Devices or the Food Sanitation Act, is it possible to return postal items to the sender?


If procedures under the Law on Securing Quality, Efficacy and Safety of Products including Pharmaceuticals and Medical Devices, the Food Sanitation Act, etc. are difficult to complete, the mail can be returned to the sender at the request of the recipient.


〈Flow of Return offer〉
Cut out the returnable post card from the “Notice of Customs Clearance Procedure for Postal Matters from Abroad”.
Fill in the Postal code, Address, Recipient name, Telephone number, and write “Return to sender” in the field marked “受取人記載欄”, which means “Contact from Recipient” in English, on the returnable card.
Put a stamp on the returnable card and mail it to us.

You can also send Return Offers by fax or other methods.
In this case, please call Tokyo Overseas Mail Sub-branch Customs in advance and fax the form including the Notification Number (or Postal Item Number such as the EMS tracking number), name, address, telephone number, and “Return to sender”.
Please note that your offer may not be accepted if the necessary information is not provided.

After the return offer is accepted, Customs will hand responsibility over to Japan Post Co., Ltd., which will complete the return procedure.


Additionally, please note that items that fall under the Foreign Exchange and Foreign Trade Act (Export Trade Control Order) or the Narcotics and Psychotropics Control Act or other laws and regulations may not be returned.
