Can I buy(import) cosmetics from foreign shops as a joint purchase with friends?


No, you can’t.


In principle, individuals importing cosmetics, medicines, etc. must submit the necessary documents to the Regional Bureau of Health and Welfare to obtain certification that the importation is not for business purposes.
However, as a special exception, the importer(addressee) is allowed to import cosmetics, etc., only upon confirmation by Customs, provided that the cosmetics, etc. are for personal use and within a certain quantity.

Import of cosmetics and medical products for resale, to give to someone, or as a joint purchase are not allowed.
