20. Narcotics, Psychotropic drugs, Raw materials for Stimulants

Among the mail that has arrived, there is an item that appears to fall under the Narcotics and Psychotropic Control Act or Stimulants Control Act in your parcels.


In order to import these items, an Import License issued by the Minister of Health, Labour and Welfare is required. Please submit the Import License to Tokyo Overseas Mail Sub-branch Customs if you have one.


Medical narcotics, psychotropic drugs, and raw materials for stimulants as defined by the Pharmaceuticals and Medical Devices Law are prohibited from importation by ordinary individuals, except for cases where the individual carries them into Japan in person as prescribed by a physician (they may not brought into Japan by another person instead of the individual, nor may they be ordered from overseas by international mail, etc.).

If the Import License is not submitted, the mail cannot be imported or returned to the sender. In such a case, please contact Tokyo Overseas Mail Sub-branch Customs for the information on subsequent procedures.
