19. Poppy seeds and Hemp seeds

Among the mail that has arrived, there are Poppy seeds, Hemp seeds, or products that appear to be made from these ingredients.

Poppy seeds and Hemp seeds are regulated by the Foreign Exchanged and Foreign Trade Act Import Trade Control Order. In order to import these products, a Certificate of Non-germination Treatment (a document certifying that the seeds were subjected to treatment (e.g. heat) that rendered them incapable of germination) issued by the Narcotics Control Department of the Ministry of Health, Labour and Welfare must be submitted to Tokyo Overseas Mail Sub-branch Customs.
