30. Act on the Prevention of Adverse Ecological Impacts Caused by Designated Invasive Allen Species
Among the mail that has arrived, there is an organism present that is considered to fall under the category of Designated Invasive Alien Species, Unevaluated Alien Species and Species to which a certificate of species name must be attached and importation is regulated by the “Act on the Prevention of Adverse Ecological Impacts Caused by Designated Invasive Allen Species”.
When importing Designated Invasive Alien Species, etc., it is necessary to submit to Customs a Certificate of species name issued by the government agency of the exporting country, which lists the type name (especially the scientific name) and quantity of the organism to be imported. (If you have a “Breeding Permit”, a copy must be submitted as well.)
Additionally, import clearance for Designated Invasive Alien Species is limited to Customs at four International airports (Narita, Chubu, Kansai, Fukuoka).
In order to import Designated Invasive Alien Species, you must declare the importation to the customs office and obtain a permit after the mail is transported in bond to the bonded areas of the above-mentioned airports.
*Import procedures for Designated Invasive Alien Species are not available at Tokyo Overseas Mail Sub-branch Customs.
≫If you have a certificate issued by a foreign authority and wish to complete the import procedures
Since it is necessary to transport mail in bond to a bonded area such as Narita International Airport where import customs clearance is possible, please find a bonded area (warehouse) or a carrier that can undertake bonded transportation of your mail, and contact Tokyo Overseas Mail Sub-branch Customs.
※Carriers must be licensed or authorized by Customs, including bonded warehouses and customs brokers.
※”Bonded transportation” means that goods arriving from abroad are transported between bonded areas as foreign goods without import customs clearance.

≫If you wish to return the goods to the sender
If you wish to return mail that contains designated invasive alien species to the sender, please notify Tokyo Overseas Mail Sub-branch Customs by Fax or reply-paid postcard clearly stating “return to sender”.
Please note that it is not possible to split a piece of mail, such as by returning only a portion of the contents while importing the other contents. When returning mail, this must be the entire piece of mail.
≫If you wish to abandon organisms that are considered to fall under the category of designated invasive alien species, etc., and import other contents
