Advanced Inspection of Export Postal Items

In the case of exporting mail that is subject to the reduction or exemption of taxes, or that is required to be inspected in advance under the International Mail Terms and Conditions, or if the sender so desires, the sender may visit the nearest customs office and present the mail and relevant documents for inspection before sending the mail.

For specific procedures, please ask the customs office that will actually carry out the procedures.

If the customs value is more than 200,000 yen, export declaration procedures are also required.


○Items for which export confirmation must be obtained for duty and tax reduction/exemption/refund procedures.

  • Items to be exported for processing or repair and for which you wish to apply for the duty and tax reduction at re-import (Article 11 of the Customs Tariff Law)
  • Items for which re-export duty exemption was applied at import (Article 17 of the Customs Tariff Law)
  • Items to be re-exported with the same nature and form at the time of import for which the tax refund is to be applied (Article 19-3 of the Customs Tariff Law)
    *Must be processed at the time of import
  • Items to be re-exported due to breach of transaction contract for which the tax refund is to be applied (Article 20 of the Customs Tariff Law)
  • Items for which re-import duty exemption is to be applied (Article 14, Paragraph 1, Item 10 of the Customs Tariff Law)
  • Items for which you wish to apply for ATA Carnet (A.T.A. CARNET)
  • Others

○Items subject to advanced inspection under the International Mail Terms and Conditions.

  • Items containing radioactive materials and infectious agents

○Items that are recommended to undergo advanced inspection.

  • Items falling under Appended table 1 or 2 of the Export Trade Control Order
    Table 1: Weapons, unclear, and computer-related items
    Table 2: CITES and Basel Convention-related items
  • Items falling under the Law for the Protection of Cultural Properties
  • Items falling under the Cannabis Control Law, Stimulant Drug Control Law, Opium Law, Narcotics and Psychotropics Control Law
