23. Poisonous and Deleterious Substances Control Act

Among the mail that has arrived, there is an item that appears to fall under the Poisonous and Deleterious Substances Control Act. For these items, Customs will verify the Commercial Import Registration or “Yunyu Kakunin-Sho” for each import.

If you are importing poisonous or deleterious substances for commercial purposes, please submit a copy of the Commercial Import Registration (with the item registration form attached) to Tokyo Overseas Mail Sub-branch Customs.

If you do not have a Commercial Import Registration, please contact the special pharmaceutical inspector of the Regional Bureau of Health and Welfare, Ministry of Health, Labour and Welfare to confirm whether or not procedures are required, after ascertaining the product name, quantity, etc.

Those who have received a response that a Yunyu Kakunin-Sho is required should complete the necessary procedures at the Pharmaceutical Inspector and submit the issued Yunyu Kakunin-Sho to Tokyo Overseas Mail Sub-branch Customs.

If you need the Application for Prior Inspection of Contents of Pending International Mail as an attached document when applying for a Yunyu Kakunin-Sho, please contact Tokyo Overseas Mail Sub-branch Customs.

Those who have received a response that no procedure is required should contact Tokyo Overseas Mail Sub-branch Customs with the reason why no procedures are required and the name of the person in charge at the Pharmaceutical Inspector.

Those who have received a response that they cannot obtain a Yunyu Kakunin-Sho (full or partial importation is not possible) should contact Tokyo Overseas Mail Sub-branch Customs for guidance on subsequent procedures.
