21. Law concerning the Examination and Regulation of Manufacture, etc. of Chemical Substances

Please take the procedure that suits the following case.

  1. When importing Existing Chemical Substances, Publicly Notified Chemical Substances, or Monitoring Chemical Substances.
Please inform Tokyo Overseas Mail Sub-branch Customs of the Registration Number and Reference Number by Category on the Gazette List of Existing Chemical Substances.

  1. When importing Class Ⅰ Specified Chemical Substances
Please submit the following documents to Tokyo Overseas Mail Sub-branch Customs.

≫For testing and research

… Confirmation issued by the Minister of Economy, Trade and Industry (Original)

≫Other than for testing and research

… Permission issued by the Minister of Economy, Trade and Industry (Copy)


  1. When importing Class Ⅱ Specified Chemical Substances.
Please inform Tokyo Overseas Mail Sub-branch Customs of the number of each relevant substance specified in Article 2 of the Order for Enforcement of the Act concerning Class Ⅱ Specified Chemical Substances.

  1. When importing New Chemical Substances
Please submit the following documents to Tokyo Overseas Mail Sub-branch Customs.

≫For testing and research

… Confirmation of Purpose of Use of an Imported New Chemical Substance under the Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc. (for Testing and Research or as a Reagent)
※The document in form 1 of Appended 2

≫Other than for testing and research

… Confirmation note issued by the Minister of Health, Labour and Welfare, the Minister of Economy, Trade and Industry, and the Minister of Environment.
