15. Food Sanitation Act
An item that appears to fall under the Food Sanitation Act is included in your parcel.
The Food Sanitation Act of Japan states that importers of any foods, food additives, tools, containers and packages thereof, as well as toys for babies or infants, which are to be used for sale or business operation, should submit a declaration on such imports to the Minister of Health, Labour and Welfare each time an import is made.
When importing said goods, one must submit a Declaration on Importation of Food, etc. to a quarantine station first, and then submit the confirmed Declaration on Importation of Food, etc. (a copy is acceptable), which has been issued by a food sanitation inspector with a seal certifying completed declaration, to Customs. Customs’ confirmation of the completed declaration is required to obtain import permission.

The Quarantine station will contact Tokyo Overseas Mail Sub-branch Customs directly.After the Quarantine station examines the import notification submitted by the user, the granted import notification is sent directly to Tokyo Overseas Mail Sub-branch Customs through the system. You do not need to bring or mail the granted import notification yourself.
The name of the customs official in charge is required when you notify the Quarantine station, so please contact the customs office in advance.

If the notification procedure is no longer required as a result of contacting the Quarantine station, please inform Tokyo Overseas Mail Sub-branch Customs of the reason why it is not required and the name of the Quarantine officer in charge.
Even if the import notification is no longer required, you may be asked to complete the “Confirmation Request” procedure by the Quarantine station.
