18. Cannabis Control Act

There are products that are considered to be made from cannabis in the delivered parcels.


Cannabis products that are extracted or manufactured from parts other than the stalks or the seeds of the cannabis plant (leaves, buds, branches and roots, etc.) are considered to be “cannabis” under Cannabis Control Act.
In order to import cannabis products that are considered to be regulated, an Import Permission issued by Ministry of Health, Labour and Welfare is required. Please confirm the necessary procedures with the Narcotics Control Department. Once the import permission is issued, submit it to Tokyo Overseas Mail Sub-branch Customs (a copy is acceptable).

If the product is extracted or manufactured only from the stalks or seeds of cannabis plants, please submit the following documents to Tokyo Overseas Mail Sub-branch Customs.
  1. Certificate of Manufacture
  2. Component Analysis Report by an Analytical laboratory
*Both documents must state that the products are extracted or manufactured only from the stalks or seeds of cannabis plants.

Please note that if the Import Permit or Certificate of Manufacture, etc. is not submitted, the mail may not be imported or returned to the sender.
