Washington Convention (CITES: Convention on International Trade of Endangered Species of Wild Fauna

The postal matter addressed to you is temporarily being held at Japan Post Co.,Ltd. Tokyo International Branch because it may contain specimens of CITES-listed species.  Identification of the species of the specimen is requested for Customs clearance.  If the specimen is a CITES-listed species, an export permit or re-export certificate issued by the Management Authority of the country of export or re-export is necessary for an import.  Some of the CITES-listed species (Appendix-I specimens) require import permits (I/L) issued by the Minister of Economy, Trade and Industry (METI) as well as the Export permit or Re-export Certificate issued by the Management Authority of the State of export or re-export.

 

Not only the import/export of endangered live fauna and flora, but also the products made from those species are controlled under CITES.

If the specimen were of CITES-listed species:

 

If you have an export permit or re-export certificate

 

Please fill in and mail the returnable post card (the bottom of the arrival notice) with your name, address, telephone number (where you can be reached between the hours of 9 am to 5 pm on weekdays) and all the necessary information we have requested.  When you mail the above-mentioned post card, please remember to enclose the original copy of the export permit (duplicate copy not acceptable).  If the specimen were of Appendix-I species, please enclose the original copy of the Import License (I/L) self-addressed stamped envelope.  Import License (I/L) is sent back to you after Customs examination.   

 

If you do not have an export permit or re-export certificate

 

You cannot import the postal items without permission.  Therefore, you are required to choose the disposition of the items from the following. 

 

Ø        If you wish to send your parcels back to the sender.

 

In this case, you have to return all the contents of your parcel. You cannot divide the package into two; what is allowed be brought in and the other that is not.  Please fill in and mail the returnable post card (located at the bottom of the arrival notice) with your name, address, and telephone number.  On the post card please write clearly that you wish to send the parcel back to the sender.  

 

Ø        If you abandon the items you cannot get permission for

 

You can divide the package into two: what is allowed be brought in and the other that is not.  In this case, you fill in and mail the returnable part of the post card (located at the bottom of the arrival notice) with your name, address and telephone number (where you can be reached between the hours of 9 am to 5 pm on weekdays).  In the post card please write clearly that you are voluntarily abandoning the goods.  After receiving your postcard, Customs will send you a Declaration for Abandonment of Articles.  Please fill in the declaration and return it to Customs. Then the rest of the items will be cleared and delivered to you. 

 

If the specimen is not of CITES-listed species:

 

Please inform us of the scientific name of the specimen in question.
