- Submit your application prior to transporting domestic goods on a foreign trading vessel, etc. within the territory of Japan

- Prepare the following application and submit it to the guard section of the customs office having jurisdiction over the area where the foreign trading vessel, etc. transporting domestic goods within the territory of Japan, has entered.
- When goods arrive at the destination approved, submit a certificate of approval without delay to the guard section of the customs office having jurisdiction over the area where the foreign trading vessel, etc. arrived

- That it will not be an obstacle to execution of surveillance and control over goods which are transported from an open port or a customs airport to a closed port, or from a closed port to an open port or a customs port.

- Any person may file a protest with the Director-General of Customs within two months from the following the date of acknowledgement of a disposition related to the above mentioned procedure in case he or she is not satisfied with that disposition.
