- Prepare the following notification, together with documents to be attached, and submit them to the customs office that granted the customhouse broker a permit of customhouse brokerage.

- A photocopy of the certificate of qualifying examination for registered customs specialist
- An identification or reference
- A promissory letter stating that the applicant is not subject to provisions of Article 31 Paragraph 2 of the Law of Customs Brokerage

- Customs office (customs clearance supervisor) having jurisdiction over the area where the customhouse broker obtained a permit of customs brokerage

[ Submission standard]
A person who falls into any of the following categories of persons is not qualified to become a customs specialist.
- Ward who is of age, or warrantee
- Insolvent person who is not rehabilitated
- Person who was sentenced to imprisonment or severer punishment (with less than three years after the completion of the punishment)
- Person who was sentenced to a fine or a notification procedure due to a certain crime against customs or a crime of national and local tax evasion (with less than three years after the completion of the disposition)
- Person who was sentenced to a fine due to a violation of the Law of Customs Brokerage (with less than three years after the completed sentence or discontinuance of the penalty)
- Person who is prohibited to engage in customs brokerage according to a provision of withdrawing a permit of customs brokerage or a provision of disciplinary disposition (with less than two years after the disposition)
- Civil servant who was dismissed in disgrace (with less than two years after the dismissal)
- Person who committed a certain crime against customs (penalty for contraband smuggling, penalty of duty evasion, penalty for export/import without Customs permission, thief who was involved in a crime of import-prohibited goods and penalty of duty evasion, penalty for having lodged a fabricated declaration to Customs) (with less than two years after committing a crime),
etc.
