- Prepare the following documents, together with documents to be attached, and submit them to the customs office having jurisdiction over the area where the office for your intended business is located.
[ Fee]
- There is no fee. However, a person who obtains a permit of customs brokerage is required to pay a registration and license tax in accordance with the Law of Registration and License Tax.

- A letter that indicates the financial condition of the applicant
- A certificate of residency or the equivalent, a letter of personal history (for a juridical person, articles of incorporation, certified copy of register of the company, and names and personal histories of officers of the company)
- An official certificate that indicates that the applicant does not fall into any of the categories of persons prescribed in Article 6 Items 1 and 2 of the Law of Customs Brokerage or the equivalent documents
- A promissory letter indicating that the applicant (or the juridical person and its officers) does not fall into any of the cases prescribed in Article 6 Items 3 through 7 of the Law of Customs Brokerage
- Name and personal history of persons intending to become customhouse specialists or of workers who will engage in customs brokerage (for a juridical person, include officers in charge of customs brokerage.)
- For an applicant who has business other than customs brokerage, submit documents that describe the general condition of the business, scale, and latest statement of income
- Documents that describe expected annual volumes of customs brokerage to be handled and bases for the estimation
