- The applicant is required to prepare the following applications and documents to be attached and submit them to the pertinent customs section of the customs office having jurisdiction over the hozei display area.

(1) Letter of transportation approval
(2) Invoice: Two copies (one is for the manager when a letter of display approval is issued)
(3) Packing list: Two copies (one is for the manager when a letter of display approval is issued)
(4) Freight accounts and other documents necessary for determining taxation standard
(5) Permits and letters of approval required by a law and/or order other than the customs-related laws

Note that a "Display Declaration" may be used for a "Transportation Declaration" when foreign goods with a letter of display approval are transported from a customs area other than the port or the hozei display area that the foreign goods arrived at, to a hozei display area. (Describe the nature of the foreign goods, quantity and price applicable to taxation standard, category applied by the schedule of the Customs Tariff Law, place of origin, place of shipment, application of goods, and other items necessary.)

The customs office does not approve applications that fall into one of the following cases:
- A case where laws and orders other than the customs-related laws and orders require a permit or approval for goods to be imported, but the procedures have not been completed.
- A case where the storage of the foreign goods is not allowed according to a law and/or order other than the customs-related laws (for example, certificate of import approval is unavailable due to a provision of the Import Control Order)
