- Procedures for foreign trading vessels before entering an open port
[Legal basis for procedures]
- Article 15 Paragraph 1 of the Customs Law
- Article 12 of the Cabinet Order for Enforcement of the Customs Law
[Person to take the procedures]
- A master of a foreign trading vessel entering an open port.
- An agent of the master of the vessel, or the owner or the operator of the vessel, or an agent thereof may also perform the procedures.
[Deadline for submission]
- Cargo information must be reported not later than 24 hours prior to the arrival of the vessel at an open port. Crew and passenger information must be reported not later than 2 hours prior to the arrival at an open port.
- This timeframe may differ depending on the voyage distance between the last port of departure and the intended port of arrival, Please consult with Customs in advance.
[Method of submission]
- Complete the following documents and submit them to the enforcement section of the Customs office having jurisdiction over the location of the open port. Note that documents to be attached may be submitted via fax but their originals must be presented later.

- Cargo Manifest for Vessels (Customs Form C No. 2030)
 Check the "Arrival" column.
 Please refer to the information on bills of lading when completing the form.
 When using this form as an list of Consigned Articles, replace  the title of "Cargo" with "Consigned Articles."
- Passenger Manifest (Customs Form C No. 2050)
Check the "Arrival" column.
State the location where the passenger first boards the vessel in the "Port of Embarkation" column.
State the location where the passenger last leaves the vessel in the "Port of Disembarkation" column.
- Crew Manifest (Customs Form C No. 2065)
 Check the "Arrival" column.
List seaman's passport numbers in the "Nature and No. of identity document (seaman's passport)" column. If a crew member does not have a seaman's passport, please state their Passport Number in this column.

- Submit the required documents to the enforcement section of the Customs office having jurisdiction over the open port you are arriving.
