[Legal basis for procedures]
- Article 15 Paragraph 3 of the Customs Law
- Article 12 of the Cabinet Order for Enforcement of the Customs Law
[Person to take the procedures]
- A master of a foreign trading vessel entering an open port
- An agent of the master of the vessel, or the owner or the operator of the vessel, or an agent thereof may also perform the procedures.
[Deadline for submission]
- Submit the required documents within 24 hours from the time of arrival (excluding the hours of holidays for administrative agencies in those 24 hours). Note that the cargo manifest may be submitted before entering the port
[Method of submission]
- Complete the following documents and submit them to the enforcement section of the Customs office having jurisdiction over the location of the open port. Note that documents to be attached may be submitted via fax but their originals must be submitted later.

- When necessary, the Customs office may request advanced submission of the ist of Ship's Stores

- Inward/Outward Declaration for Vessel (Customs Form C No. 2000)
Check the "Arrival" column.
For the "type" of ship in the column for "Name, Type and Call Sign of Ship," indicate the vessel type, such as "Cargo Vessel, Container Vessel, Cargo Passenger Vessel, Passenger Vessel, Oil Tanker, Fishing Vessel, or other."
Indicate the port of arrival in the "Port of arrival/departure" column.
Indicate the date and time of arrival in the "Date-time of arrival/departure" column.
Indicate the former port the vessel arrived from in the "Port arrival from/Port of destination" column.
For the gnumberh in the column for "Certificate of registry (Port; Date, Number)," indicate the ship number on the "certificate of ship's nationality" if the vessel does not have a Call Sign of ship.
In the "Brief particulars of voyage" column, indicate all port names from the point of provenance to the final destination, and underline the ports at which the vessel will discharge the cargo.
Indicate the type of cargo in the "Brief particulars of cargo" column.

Check the "Arrival" column.
When you indicate articles which are not listed in the form, use the blank columns such as "Official use" column.

- Submit the required documents to the enforcement section of the Customs office having jurisdiction over the open port you entered.
