- A captain of a foreign trading aircraft entering a Customs airport
- An agent of the captain of the aircraft or the owner or the operator of the aircraft or agent thereof may also perform the procedure
[Deadline for submission]
- Cargo information must be reported not later than 3 hours prior to the arrival of the aircraft at a Customs airport. Crew and passenger information must be reported not later than 90 minutes prior to the arrival at a Customs airport
- This timeframe may differ depending on the flight length between the last airport of departure and the intended airport of arrival, Please consult with Customs in advance
[Method of submission]
- Complete the following documents and submit them to the enforcement section of the Customs office having jurisdiction over the location of a Customs airport you are arriving. Note that documents to be attached may be submitted via fax but their originals must be presented later.

- Cargo Manifest (for aircraft) (Customs Form C No. 2035)
Signature in the "Signature" column may be omitted when submitting the document with the General Declaration Outward/Inward (for aircraft).
- Passenger Manifest (Customs Form C No. 2055)
Please state the flight number for an aircraft operated by an Airline/Airfreight company.  Or if there is no flight number, please state the registered mark of the aircraft in the "Flight No or Registered Mark of aircraft" column .
State the estimated date and time of arrival when submitting report prior to landing, or state the actual time of arrival when directly submitting report by document after landing, in the "Scheduled Arrival Date and Time" column.
State the location from which the passenger first departed in the "Point of embarkationh column. Please note that the location of departure indicated on the passenger's airline ticket is acceptable in this column.
State the passenger's final destination in the "Last Arrival Place" column. Please note that the location listed as their final destination on their airline ticket is acceptable in this column.
- Crew Manifest (for aircrafts) (Customs Form C No. 2060)

Please state the flight number for an aircraft operated by an Airline/Airfreight company.  Or if there is no flight number, please state the registered mark of the aircraft in the "Flight No or Registered Mark of aircraft" column.
State the estimated date and time of arrival when submitting report prior to landing, or state the actual time of arrival when submitting report by document after landing, in the "Scheduled Arrival Date and Time" column.
Crew identification numbers are acceptable under the "Number of Passport" column, if the crew only have such identification with them.
