- Procedures for other than foreign trading aircraft entered to a Customs airport with the following purposes/intentions
- When departing from the Customs airport of entry without loading/unloading personal effects of passenger
- When departing from the Customs airport of entry immediately after physically handing over care of sick or injured person on board or survivors rescued during the voyage
- When arriving at a Customs airport of entry solely for the purpose of emergency activities necessary for dealing with disaster or prevention of occurrence of disaster and departing from the Customs airport after such activities.

- Article 16-3 Paragraph 5 of the Cabinet Order for Enforcement of the Customs Law
[Person to take the procedures]
- Captain of the aircraft other than foreign trading aircraft which departs the Customs airport of entry without loading/unloading personal effects of passenger.
- Captain of the aircraft other than foreign trading aircraft arriving at a customs airport for the purpose of physically handing over the care of sick or injured person or survivors rescued during the voyage.
- Captain of the aircraft other than foreign trading aircraft arriving at Customs airport solely for the purpose of emergency activities necessary for dealing with disaster or prevention of occurrence of disaster.
- An agent of the captain of the aircraft or the owner or the operator of the aircraft or agent thereof may also perform the procedure.

- Submit until the time before the departure of Customs airport.

- Complete the following documents and submit them to the enforcement section of the Customs office having jurisdiction over the location of a Customs airport. Note that documents to be attached may be submitted via fax but their originals must be submitted later.

- General Inward/Outward Declaration for Aircraft (used in place of Crew Manifest) (Customs Form C No. 2010)
Completion of the "Declaration of health" column is required for the quarantine office only and may be omitted for Customs procedures.
