- | That it is certain that a vessel coming and/or going between Japan and any foreign country etc. has entered or is going to enter a port or airport; that it is considered necessary to traffic between land and a vessel or aircraft coming and/or going between Japan and any foreign country for delivering and/or receiving goods; and that the person intending to obtain a permit does not fall into one of the following categories of persons: |

a. | An applicant who was subject to a punishment or a notified disposition for violation of the Customs Law and for whom two years have not elapsed from the date of completion of serving the punishment, the date granted a suspension of the punishment, or the date of completion of the notified disposition. |
b. | An applicant who was subject to imprisonment without labor or heavier punishment for the violation of provisions of Chapter 14 (penalty concerning prepared opium) of Title 2 of the Criminal Law, Foreign Exchange and Foreign Trade Control Law, Narcotics and Psychotropics Control Law, Opium Law, Cannabis Control Law, Stimulants Control Law, Firearm and Sword Possession Control Law, and/or other laws, and for who two years have not elapsed from the date of completion of serving the punishment or the date granted a suspension of the punishment. |
c. | An applicant who falls into the above mentioned category of a and/or b or an agent, employer, or employee of a corporation that employs such a person. |

- | Any person may file a protest with the Director-General of Customs within two months from the following the date of acknowledgement of a disposition related to the above mentioned application in case he or she is not satisfied with that disposition. |
