- A person who intends to load stores of vessels or aircraft of foreign goods on a vessel or airplane
[ Time of submission]
- Submit a declaration before taking stores of vessels or aircraft from a Customs area. However, it is required to submit the declaration at least one month prior to the intended month of loading when a statement of continuous loading of ship oil (limited to fuel oil) for a month is fixed or when a statement of continuous loading of stores of aircraft for one month or up to six months is fixed.
[ Method of submission]
- Prepare the following declaration forms and documents to be attached and submit them to the guard section of the customs office having jurisdiction over the port or airport where your vessel or airplane is berthing or mooring.
[ Fee]
- Fees for overtime services are required when you apply for approval on a holiday for the administration or outside the office hours of customs of customs on any other day.

- Submit a "Approval for Storage (carry-in) in Customs Warehouse" for articles for the vessel (ship) to be loaded, or a "Approval for storage (carry-in) in Integrated Customs Area," or a "Permit for storage at a Designated Area other than Bonded Area" or other documents that confirm the storage of the articles.

Enter CIF value in the "CIF value in yen" column as stated in the invoice.
The declarant, whose name is to be described in the "Declarant Address, Name" field, may be a master of a vessel or a captain of aircraft, or a ship's chandler, or a sales representative of an oil company, or a person to sell stores of vessels or aircraft as long as the declarant intends to load stores of vessels or aircraft. When a person other than the purchaser or seller intends to apply for approval on a regular basis, the person must be a customhouse broker.

- In principle, the declarant is required to submit a declaration to the guard section of the customs office (or to a customs officer if a customs office is not located in the area) having jurisdiction over the port or airport where a vessel or airplane is berthing or mooring to load articles for ships (airplanes).

- Office hours of customs (8:30 a.m. through 5:00 p.m. excluding holidays of the administrative agencies).
Contact the customs office beforehand if you intend to apply for approval outside the office hours of customs.

The types and quantities of the said stores of vessels or aircraft must be regarded as appropriate taking into account the type of the ship or airplane, number of tons, tare, or number of days for voyage or flight, and numbers of passengers and crew members, etc.

[ Administrative appeal]
- Any person may file a protest with the Director-General of Customs within two months from the day following the date of acknowledgement of a disposition related to above mentioned declaration in case he or she is not satisfied with that disposition.
[ Remarks]
- Approval is given by the customs having jurisdiction over the port or airport where a vessel or aircraft is berthing or mooring to load stores of vessels or aircraft. However, the customs may also give approval for loading materials that are scheduled to be loaded on a vessel or aircraft entering another Japanese port or airport, when there are no obstacles in confirmation of loading.
- When the person who obtained approval to load stores of vessels or aircraft has completed the loading, the person is required to submit, without delay, documents that confirm the completion of the loading to the customs office that approved the loading.
- In case the approved person fails to load the said stores of vessels or aircraft on the said vessel or airplane within the specified period of time, the customs office will immediately collect customs duty from the person who obtained the said approval. However, this provision is not applied when the said stores of vessels or aircraft are brought into a Customs area.
