- A master of a vessel or captain of aircraft of a coasting vessel, etc. returning to Japan after having called at a foreign port due to distress or other unavoidable accidents

- Submit a report immediately after a coasting vessel, etc. returning to Japan after having called at a foreign port due to distress or other unavoidable accidents entered a Japanese port or airport.

- Prepare the following documents and submit them to the guard section of the customs office having jurisdiction over the port or airport that the coasting vessel, etc. arrived first.
