- A master of a foreign trading vessel or a captain of a foreign trading aircraft
- An agent of the master of the vessel or the captain of the aircraft, the owner or the operator of the vessel or aircraft, or agent thereof may also peform the procedure.

- Submit the report before temporary landing foreign goods
- Submit the declaration immediately after landing foreign goods if unable to submit it before landing them due to distress or other unavoidable accidents.

- Prepare the following report and submit it to the guard section of the customs office (or to the local police if unable to submit it to the customs) having jurisdiction over the area where you intend to make a temporary unloading of foreign goods.

- Prepare the following report and submit it to the guard section of the customs office (or to the local police if unable to submit it to the customs office due to distress or other unavoidable accidents) having jurisdiction over the area where you intend to make a temporary landing foreign goods.

- Office hours of customs (8:30 a.m. through 5:00 p.m. excluding holidays of the administrative agencies).
Contact beforehand the guard section of the customs office having jurisdiction over the area that you intend to make a temporary landing of foreign goods when intending to submit the declaration outside the office hours of customs.

Foreign goods are not originally scheduled for landing on the port (airport). In other words, the port to land (unload) goods stated in the bill of lading, cargo manifest, or airway bill is not the port of temporary landing.

The landing is temporary and subject to one of the following cases:

a.  A case where landing of goods is needed for sifting of the said vessel, or for reloading the goods onto another foreign trading vessel, etc.
b.  A case where landing of goods is needed for repair of the vessel, or other reasons.
c.  A case where landing of stores of vessels or aircraft, or the goods equivalent to them is needed for laundry or repair (processing within the scope that does not exceed their identification. Hereafter applied in the same meaning.).
d.  A case where equipment or habiliments of the vessel, etc. that are considered not an obstacle to execution of surveillance and control are unloaded for repair, etc.
e.  A case where accompanied personal effects of passengers or crew members are landed for repair, etc.
f.  A case where accompanied personal effects of a crew member are landed for loading to another vessel, etc.
g.  A case where utensils and other items, furnished for the welfare of passengers or crew members, are landed for reloading them to another vessel, etc.
