- Procedure for unloading goods from a foreign trading vessel or a foreign trading aircraft (hereafter referred to as a "foreign trading vessel, etc.") or from vessels or aircraft loading foreign goods, or loading foreign goods on any vessels or aircraft on holidays of the administrative agencies or outside the office hours of customs of any other day.
(Accompanied personal effects of passengers and of crew members, postal items, and stores of vessels or aircraft are not included in the goods or foreign goods. Hereinafter the term "goods" is used with the same meaning.)

- A person who intends to unload goods from a foreign trading vessel, etc. or from vessels or aircraft loading foreign goods or who intends to load foreign goods on any vessels or aircraft on a holiday of the administrative agencies or outside the office hours of customs of any other day

- Submit your report prior to starting to unload goods from your foreign trading vessel or foreign trading aircraft, or prior to starting to load foreign goods onto a vessel or aircraft.

- Prepare the following documents and submit them to the guard section of the customs office having jurisdiction over the location where the loading or unloading is to be conducted.
- In case of urgent neccessity, a permit may be given on a verbal application. However, the following written report must be submitted later.
