- A captain of a foreign trading aircraft that departs an airport of entrance without unloading cargo except the accompanied personal effects of the crew members, postal items, and stores of aircraft
- An agent of the captain of the aircraft or the owner or the operator of the aircraft or agent thereof may also perform the procedure.

- Submit the documents before departing the customs airport.

- Prepare the following documents and submit them to the guard section of the customs office having jurisdiction over the customs airport.
