- Submit your application to the hozei section of the customs office having jurisdiction over the area from which shipwrecked goods, etc. are sent out.

- Goods must be shipwrecked goods, etc. (those dropped off from a vessel or aircraft due to distress or other accidents) The goods concerned must be considered as appropriate in their destination, code, number, name, quantity, price, and transportation period and purpose.

- Any person may file a protest with the Director-General of Customs within two months from the day following the date of acknowledgement of a disposition related to a customs declaration in case he or she is not satisfied with that disposition.

- Notify your intended transportation beforehand to your nearest police office when you are in urgent need to transport shipwrecked goods, etc. from a place that no customs official witnesses.
- Report to a policeman your optional letter that describes the name of the vessel or aircraft to use for transportation, registration number or type, destination of the goods to be transported, code, number, name, quantity, price, transportation period, and purpose.
