[S ubmission standard]
1. That the applicant must be a juridical person who is a member of the international body prescribed in Article 5-2 of the TIR Convention.
2. That the applicant must produce evidence that it is certain to conclude a guarantee agreement on customs duty and internal consumption tax with the international body stated in item 1 above.
3. That the applicant must be capable of fulfilling payments of customs duty and internal consumption tax and making appropriate operations as a guaranteeing association.
