- An applicant, except special importers, is required to submit an application together with an application for the approval of a special importer.
- Whenever an applicant intends to receive the designation of goods upon special declaration

- Prepare an application for the designation of goods and documents to be attached and submit them to a simple declaration controller of customs.

- There is no fee for the application.

- Simple declaration controller of the customs office (customs headquarters) from which the applicant intends to receive the approval of a special importer (for an applicant who has already been designated as a special importer, an application must be submitted to the simple declaration controller who approved the applicant as a special importer.)
