(Procedures for import and export declarations)
[S ummary]
- In principle, the declarant is required to make an export declaration or import declaration after carrying goods into a customs area. However, this procedure allows the declarant to make such a declaration without carrying goods into a customs area.
Specifically, this procedure is applicable to the following cases:
1. A case where a foreign trading vesselwith goods onboard intends to take an inspection for a permit with the goods remaining loaded onboard (Customs clearance of cargo aboard ship)
2. A case where a foreign trading vessel intends to take inspection for a permit while goods are being unloaded from the foreign trading vessel or after goods are loaded on a barge or the like (Customs clearance of cargo in container)
3. A case where a foreign trading vessel intends to declare before the vessel enters a customs area (Declaration of goods before carry-in)

1. Export goods
For "Customs clearance of cargo aboard ship" and "Customs clearance of cargo in container," the applicant is required to submit an application before goods are loaded; for "Declaration of goods before carry-in," the applicant is required to declare before export
2. Import goods
Before submitting a "cargo manifest" to customs as part of entry notification (Declaration Inward) when a vessel or airplane enters a port

- The applicant is required to prepare the following application and documents to be attached and submit them to the customs section of the customs office having jurisdiction over the customs area where the goods to be imported are stored.

The applicant is required to submit an application to the customs section of the customs office having jurisdiction over the dock where the vessel lands to load export goods

Import goods

(1)  For customs clearance of cargo aboard ship and customs clearance of cargo in container: The applicant is required to submit a declaration to the customs section of the customs office having jurisdiction over the place or dock where goods are to be unloaded and stored on a barge.
(2)  For declaration of goods before carry-in: The applicant is required to submit a declaration to the customs section of the customs office having jurisdiction over the port where a vessel with goods to be imported is scheduled to enter.

- The declared goods must not be mixed with other goods
- The characteristics, shape, and shipment condition of the goods present no problem for taking inspection but carrying the said goods into a customs area is considered as inappropriate
