- A master of a vessel or a captain of aircraft or departee who was consigned articles
[ Time of submission]
- When a master of a vessel or a captain of aircraft is the consignee, the application must be submitted before the goods are loaded on the vessel or aircraft. When a departee is the consignee, the application must be submitted before the departee completes the embarkation procedure.
[ Method of submission]
- Prepare the following declaration forms and submit them to the guard section of the customs office having jurisdiction over the port or airport where your vessel or aircraft is berthing or mooring.

- There is no fee.

- When necessary, customs may ask for presentation of receipt, invoice, etc. that confirms the price of the goods to be imported.

- Export Import Declaration for Consigned Articles (Accompanied Articles/Unaccompanied Articles) (Customs Form C No. 5340)
In the "Port of Shipment (Port of Unloading)" field, for export, fill in the name of the foreign port where the goods are planned to be unloaded; for import, fill in the name of the foreign port where the goods were loaded.
Fill in prices only when they are known.
Fill in the date of submission in the "Declaration date" field and the name and address of the declarant who undertook the consignment of the article in the "Name" and "Address" field, and sign.

- Submit the following application to the guard section of the customs office having jurisdiction over the port or airport where the vessel or aircraft, which the consigned articles are to be loaded for export, is berthing or mooring.

- Office hours of customs (8:30 a.m. through 5:00 p.m. except on holidays for the administrative agencies)
Contact customs beforehand for a declaration outside the office hours of customs.

- For information, ask a customs counselor or the customs office that processes your application.
[ Submission standard]
- For goods whose export permit or approval is required by laws and regulations other than the customs related laws, the applicant is required to submit such an export permit or a certificate of export approval.

- Any person may file a protest with the Director-General of Customs within two months from the day following the date of acknowledgement of a disposition related to a customs declaration in case he or she is not satisfied with that disposition.
