- Procedures for foreign trading aircrafts   entered to a Customs airport with the following purposes.
- Departure from the Customs airport of entry loading/unloading goods other than personal effects of the crew members, postal items, and aircraftfs stores.
- Departure from the Customs airport of entry immediately after physically handing over care of sick or injured persons on board or survivors rescued during the voyage.
- Departure immediately after loading/unloading goods for aid relief.

[Person to take the procedures]
- Captain of the foreign trading aircrafts that departs the Customs airport without loading/unloading goods other than personal effects of the crew members, postal items, and aircraftfs stores.
- Captain of the foreign trading aircrafts that departs after handing over care of sick or injured person on board or survivors rescued during the flight only.
- Captain of the foreign trading aircrafts that departs after loading/unloading goods for aid relief.
- An agent of the captain of the aircraft or the owner or the operator of the aircraft or agent thereof may also perform the procedure.

- Submit the required document before the foreign trading aircraft starts to depart the Customs airport.

- Complete the following documents and submit them to the enforcement section of the Customs office having jurisdiction over the location of a Customs airport. Note that documents to be attached may be submitted via fax but their originals must be submitted later.

- General Inward/Outward Declaration for Aircraft (used in place of Crew Manifest) (Customs Form C No. 2010)
Completion of the "Declaration of health" column is required for the quarantine office only and may be omitted for Customs.
