[Summary]
- Procedures for vessels or aircraft that travel between Japan and other countries but are not foreign trading vessels or foreign trading aircraft (that is, official vessels, official airplanes, and other vessels, except for foreign naval ships, military airplanes, and other official ships that control coast security or engage in marine salvage; hereafter referred to as "special vessels, etc.") when before the arrival an open port or Customs airport

- Article 13-2,14 of the Cabinet Order for Enforcement of the Customs Law
[Person to take the procedures]
- A master of a vessel or a captain of an aircraft of special vessels, etc. before the arrival an open port or a Customs airport
- An agent of the master of the vessel or the captain of the aircraft, the owner or operator of the vessel or aircraft, or an agent thereof may also perform the procedures
[Deadline for submission]
- In case of a vessel crew and passenger information must be reported not later than  2 hours prior to the arrival at an open and in case of an aircraft crew and passenger information must be reported not later than 90 minutes prior to the arrival at a Customs airport.
- This timeframe may differ depending on the voyage distance (flight length) between the last port (airport) of departure and the intended port (airport) of arrival, Please consult with Customs in advance.

- Complete the following documents and submit them to the enforcement section of the Customs office having jurisdiction over the open port or Customs airportDNote that documents to be attached may be submitted via fax but their originals must be presented later.

- Passenger Manifest (Customs Form C No. 2050)
Check the "Arrival" column.
State the location where the passenger first boards the vessel in the "Port of Embarkation" column.
State the location where the passenger last leaves the vessel in the "Port of Disembarkation" column.
- Crew Manifest (Customs Form C No. 2065)
Check the "Arrival" column.
List seaman's passport numbers in the "Nature and No. of identity document (seaman's passport)" column. If a crew member does not have a seaman's passport, please state their Passport Number in this column.
- Passenger Manifest (Customs Form C No. 2055)
Please state the flight number for an aircraft operated by an Airline/Airfreight company. Or if there is no flight number, please state the registered mark of the aircraft in the "Flight No or Registered Mark of aircraft" column.
State the estimated date and time of arrival when submitting report prior to landing, or state the actual time of arrival when directly submitting report by document after landing, in the "Scheduled Arrival Date and Time" column.
State the location from which the passenger first departed in the "Point of embarkation" column. Please note that the location of departure indicated on the passenger's airline ticket is acceptable in this column.
State the passenger's final destination in the "Last Arrival Place" column. Please note that the location listed as their final destination on their airline ticket is acceptable in this column

Please state the flight number for an aircraft operated by an Airline/Airfreight company.  Or if there is no flight number, please state the registered mark of the aircraft in the "Flight No or Registered Mark of aircraft" column.
State the estimated date and time of arrival when submitting report prior to landing, or state the actual time of arrival when submitting report by document after landing, in the "Scheduled Arrival Date and Time" column.
Crew identification numbers are acceptable under the "Number of Passport" column, if the crew only have such identification with them.

- Submit the required documents to the enforcement section of the Customs office having jurisdiction over the open port or Customs airport you are arriving.
