- Procedure for loading stores of vessels or aircraft of domestic goods, into a vessel or an airplane which comes and goes between Japan and other countries

[ Subjects to procedure]
- A person who intends to load stores of vessels or aircraft, which fall into the category of domestic goods, into a vessel or airplane
[ Time of submission]
- The declarant is required to submit documents before starting to load articles for the vessel or airplane which fall into the category of domestic goods. However, the declarant is required to submit documents at least one month prior to the intended month of loading when a statement of continuous loading of articles for the ship or airplane for one month or up to six months is fixed.
[ Method of submission]
- Prepare the following declaration forms and submit them to the guard section of the customs office having jurisdiction over the port or airport where your vessel or airplane is berthing or mooring.

- There is no fee.

- Declaration of Loading of Ship's (or Aircraft's) Stores of Domestic Goods (Customs Form C No. 2160)
Fill in the address and name or title in the "Declarant Address, Name, Signature" field of the person who intends to load stores of vessels or aircraft, and sign a signature.
The declarant, whose name is to be described in the "Declarant Address, Name, Signature" field, may be a captain of a vessel or aircraft, or a ship's chandler, or a sales representative of an oil company, or a person to sell stores of vessels or aircraft as long as the declarant intends to load stores of vessels or aircraft. When a person other than the purchaser or seller intends to apply for approval on a regular basis, the person must be a customhouse broker.

- The declarant is required to submit documents to the guard section of the customs office (or to the local police when unable to submit them due to distress or other unavoidable accidents) having jurisdiction over the port or airport where a vessel or airplane is berthing or mooring to load stores of vessels or aircraft.

- Office hours of customs (8:30 a.m. through 5:00 p.m. excluding holidays of the administrative agencies).
Contact the customs office beforehand if you intend to apply for approval outside the office hours of customs.

- For information, ask a customs counselor or the guard section of the customs office that processes your submitted documents.
[ Submission standard]
- The types and quantities of the said stores of vessels or aircraft must be regarded as appropriate taking into account the type of the ship or airplane, number of tons, tare, or number of days for voyage or flight, and numbers of passengers and crew members, etc.

- Any person may file a protest with the Director-General of Customs within two months from the day following the date of acknowledgement of a disposition related to above mentioned declaration in case he or she is not satisfied with that disposition.

- The declarant may submit a document for approval to load water for one month on a ship.
