- A master of a vessel or a captain of an aircraft of a foreign trading vessel, etc. when entering a closed port due to distress or other unavoidable accidents
- An agent of the master of the vessel or the captain of the aircraft, the owner or the operator of the vessel or aircraft, or agent thereof may also peform the procedure.

- Submit a declaration inward immediately after entering into a closed port due to distress or other unavoidable accident.
[ Method of submission]
- Prepare the following declaration and submit it to the guard section of the customs office having jurisdiction over the closed port (or to the local police when unable to submit to the customs office). A declaration inward may be submitted to the guard section of the customs office via facsimile. However, the original declaration inward is required to be submitted to the customs later.

- The applicant of a foreign trading vessel, etc. is required to submit the declaration inward to the guard section of the customs office (or to the local police when unable to submit it to the customs office) having jurisdiction over the closed port that the vessel entered due to distress or other unavoidable accidents.
