- Procedures for a foreign trading vessel or a foreign trading aircraft (hereafter referred to as a "foreign trading vessel, etc.") when departing an open port or a customs airport

- Article 16 of the Cabinet Order for Enforcement of the Customs Law
[ Person to take the procedures]
- A master of a vessel or a captain of an aircraft of a foreign trading vessel, etc. that is going to depart an open port or a customs airport
- An agent of the master of the vessel or the captain of the aircraft, the owner or the operator of the vessel or aircraft, or an agent thereof may also perform the procedures.

- Submit the required documents before the foreign trading vessel, etc. starts to depart the open port or the customs airport.
[ Method of submission]
- Complete the following documents and submit them to the guard section of the customs office having jurisdiction over the open port or the customs airport from which the foreign trading vessel, etc. is going to depart.

- When necessary, the customs office may request submission of "Cargo Manifest (Customs Form C No. 2030 or No. 2035)," "Passenger Manifest (Customs Form C No. 2050 or No. 2055)," or "Crew Manifest (Customs Form C No. 2060 or No. 2065)"

Check the "Departure" column.
For the "type" of ship in the column for "Name, Type and Call Sign of Ship," indicate the vessel type, such as "Cargo Vessel, Container Vessel, Cargo Passenger Vessel, Passenger Vessel, Oil Tanker, Fishing Vessel, or other."
Indicate the port of departure in the "Port of arrival/departure" column.
Indicate the date and time of departure in the "Date-time of arrival/departure" column.
Indicate the next port of destination in the "Port arrival from/Port of destination" column.
For the "number" in the column for "Certificate of registry (Port; Date, Number)," indicate the ship number on the "certificate of ship's nationality" if the vessel does not have a Call Sign of ship.
In the "Brief particulars of voyage" column, indicate all port names from the point of provenance to the final destination, and underline the ports at which the vessel will discharge the cargo.
Indicate the type of cargo in the "Brief particulars of cargo" column.

- Submit the required documents to the guard section of the customs office having jurisdiction over the open port or the customs airport which the foreign trading vessel, etc. is going to depart.

- Office hours of customs (8:30 a.m. through 5:00 p.m. daily, except holidays for administrative agencies) Contact beforehand the guard section of the customs office having jurisdiction over the open port or airport of departure when intending to submit documents outside the office hours of the customs office.

[ Permit requirement]
- When a foreign trading vessel is required to pay tonnage dues and/or special tonnage dues, the dues must be paid before the permit will be issued.

- Any person may file a protest with the Director-General of Customs within two months from the day following the date of acknowledgement of a disposition related to the abovementioned procedures in case he or she is dissatisfied with that disposition.
