7306 Export/Import Procedure for Private Automobiles Using a Carnet (Foreign Carnet) (FAQ)


  A carnet is an international, unified Customs document under an international system based on “Customs Conventions on the Temporary Importation of Private Road Vehicles” concluded among major countries for the purpose of facilitating the development of international travel.
  In cases where you travel with vehicles (automobiles and autocycles prescribed in “Road Transportation Vehicle Law” Article 2 (2) and (3)), components imported therewith, ordinary accessories and fixtures in signatory nations to the Conventions, this carnet can facilitate and quicken the export/import Customs formalities for duty-free admission of goods and eliminate the necessity of preparing Customs documents for every foreign customhouse.

  In using the carnet, pay attention to the follows;

  • The nation into which you bring automobiles must be a member of the “Customs Conventions on the Temporary Importation of Private Road Vehicles."
  • The carnet is valid for one year.
  • The holder has an obligation to take out the automobiles, brought into a foreign country.
  • Automobiles to be brought in must not be used for the transport to gain a fee, reward, and other physical profits, even if it is performed incidental thereto.

 

(1)Temporary Import Formalities
   In cases where you import a private automobile based on the provisions in the Conventions, fill out three copies of “Application for an authentication of the carnet” (Customs Form V No. 1000), submit them to the Japan Automobile Federation (JAF) or a guarantee organization, and obtain a certificate. Make a declaration to the customhouse with this certificate, the carnet, and your passport.

(2)Re-export Procedure
   After delivering duty-free vehicles, etc. into the hozei area, you must make an export declaration and attach the carnet, and your passport. There is no need to submit an “export declaration form (Customs Form C No.5010)." You will be granted an export voucher of the Customs carnet as the export permit and the confirmation of having shipped the automobiles, and then you can export them.

Export/import clearance using the ATA Carnet is applied to commercial sample exhibitions, car races, and tests.
